When will we know we can spend money again?

Now that GSN is punishing players for spending money on the game, we are kinda stuck in limbo. If GSN changes the game (again) and is now not hating on players for spending money, they wont anounce that change. So how will be possibly know??

Now it is double gift day. Are you punished for buying them? Doesn’t some of that money go to charity? Feels like a trap.
