If a player qualified with 0 shovels and then does not participate in actual dig…will they still get the gems won by the club?
Yes they will still get gems

As a leader for those who don’t play I check to see if there active during the dig , if so I do a club reset once a week and remove them. On our team you must do tributes must be on notes and if you qualify you must dig at least 6 shovels. every week I remove bad players and fill the club up in a day with new ones
