60 but better be fast or it keeps going up. A good rule of thumb is players should have somewhere in the vicinity of tribs by 1% of their score. So if they have 52,000 points, they should have around 520 tribs. If they have way less than that, they are ignoring tribs and causing your problem.

I think you mean 1%. 10%of 52,000 is 5,200 tributes which is almost impossible.
