Is there a limit on how many times you can remove people from your club a day? I have a public club and every time I remove one player (who’s not playing just enters and goes idle) he comes right back

Yes there is, I am unsure what the limit is, but you will get a notification and a 24 hour waiting period for it to reset. If they keep returning, it may be wise to change your club to invite only for a brief period, you can change it back to public anytime you want
