What happens to the club points when the club members continue to play after completing all the perks while waiting for the special perk to be published? Do the CPs goes toward the special perk?

No , unfortunately not
Well that is not fair. what do the CP go then if the Special is not ready like for instance this cycle. The last perk didn’t show up till today and we were just spinning our wheels collecting points just for getting more points.
Yes those points goes towards wheel spinning then. Or really to maintain or advance within your league in rankings which unfortunately doesn’t really matter unless your on the promotion or demotion bubble or top several positions for more gems.
